The reason for this is that I find this to be a good balance between the difficulty in getting a backlink in the first place versus the value of the backlink after I've gotten it. Sites below 25 are naturally easier to work with, but the overall value isn't typically going to give you quite the same benefit as higher DR sites. Sites over 65, on the other hand, tend to be a crapshoot when requesting a backlink exchange or other cooperation simply because they know they don't need to actively search out backlinks at this point in their lifecycle.
